The permanent refugee programme in Canada is for people who are from an area where they may face extreme torture or persecution as a result of their faith, ethnicity, race, or other characteristics.
If you are referred by a designated referral organization or a private sponsorship group, you can enter Canada as a refugee.
You can work in Canada once you arrive as a refugee, but you’ll need a work visa, which you won’t have to pay for. Furthermore, Canada offers health and educational services to the refugees it hosts, assisting them in establishing a productive existence.
A refugee may become a permanent resident of Canada, but only if he or she applies.
If a refugee wants to fly, the Canadian government issues a Refugee Travel Document because the refugee is unable to travel with their own passport or obtain a Canadian travel document.
You must be referred to come to Canada as a refugee. You may be referred to the United Nations Refugee Agency (UNHCR), a designated referral organization, or a private sponsorship company by the UNHCR, a designated referral organization, or a private sponsorship group. As a refugee, you cannot apply directly to us.
To be referred, you must fall into one of these two refugee classes.

If you are referred, you will need to fill out the application package to apply as a Convention refugee or as a humanitarian-protected person abroad. You will need to pass a medical exam and security and criminal check.
