Quebec’s permanent resettlement policy chooses refugees from around the world to live in the province. To begin, you must meet the eligibility criteria and qualifications. It’s possible that you’ll be asked to have security and medical clearance. If you are chosen, you will be able to live in Quebec and obtain permanent residency.

Applicants who meet the requirements for permanent residency may also sponsor family members who have remained behind, such as their children and spouse.

To carry your family to Quebec permanently, you must announce them in your application when applying for yourself, and you must support them before completing one year in Quebec.

Your family is evaluated and measured in terms of financial and emotional reliance on the claimant when choosing refugees to settle in Quebec. Quebec does not split up families that depend on a single source of financial and emotional support.

Who is it for?

The Quebec Refugee program is for foreigners in need to protection. As a refugee in Quebec, you will receive certain services from the government after your arrival:

  • temporary housing
  • help to find permanent housing
  • information sessions about living in Québec
  • last-resort financial help
  • preschool, elementary and secondary education
  • non-subsidized child care and community drop-in daycare activities
  • universal employment services
  • French language classes
  • legal help to prepare asylum claims and other
  • social services under the PRAIDA at the CIUSSS that include psychosocial services and adapted health preventive and frontline services
