This programme gives immigrant entrepreneurs the opportunity to start and run a business in Quebec.
You must fulfil the basic requirements, which include being a Quebec citizen, presenting your business plan, and meeting the financial requirements, among others.
You’ll be able to run your business on your own or with up to four other foreign nationals who meet the program’s criteria. However, you may be unable to receive financial aid or a loan.
Your application will be assessed based on your age, work history, financial status, and educational background. Your language skills in English and French will be checked as well.

How to qualify?
To be eligible for this program, you must meet the following conditions:
- You must establish a company in Québec for which you have already obtained a service offer from a business accelerator or incubator, as well as a university entrepreneurship center.
- You must settle in Québec to create or acquire and operate a business.
The rules that regulate the intake and processing of permanent selection applications apply to applications submitted by economic immigration candidates as well as undertaking applications submitted through the Program for Refugees Abroad’s collective sponsorship stream.
