Overview

  • The Temporary Work (International Relations) visa (subclass 403) allows you to come to Australia under one of the following five streams:
  • Government Agreement stream: this stream will allow you to come to Australia under the terms and conditions of a bilateral agreement between the Australian Government or an Australian state or territory government and the government of another country.
  • Foreign Government Agency stream: This stream is for a foreign government representative who will not be given official status in Australia by the Department of Foreign Affairs and Trade (DFAT), or an individual who is to be employed as a foreign language teacher by a foreign government in an Australian school.
  • Domestic Worker (Diplomatic or Consular) stream: If you want to do domestic work in the house of someone who holds a Diplomatic (Temporary) visa (subclass 995), then, this stream is for you.
  • Privileges and Immunities stream: this stream of the program is suitable for an individual with privileges and immunities under the International Organizations (Privileges and Immunities) Act 1963 or the Overseas Missions (Privileges and Immunities) Act 1995.
  • Seasonal Worker Program stream: this stream allows you to act as a seasonal laborer in selected industries for Australian employers who cannot source local labour. You must be sponsored by an employer in Australia.

Who is it for

A temporary visa to work in some specific circumstances that contribute to Australia’s international relations.

How to qualify

  • Online application form for a Temporary Work (International Relations) (subclass 403) visa.
  • Visa Application Charge.
  • A clear photocopy of your passport biodata page (the page with your photo), along with all stamped pages in your passport. Y
  • One recent passport sized photograph (45mmx35mm),
  • Copy of your National Identification Card.
  • Evidence of family
  • Evidence that you have adequate fund or access to adequate funds to support yourself, (and any family members travelling with you) during the period of intended stay

Government Agreement Stream

  • Evidence that you meet the terms and conditions of the relevant agreement
  • If not stated in the agreement: evidence that the Australian signatory is satisfied that you will be employed or engaged in accordance with Australian labour laws and practices.
  • Copies of your qualifications and curriculum vitae (CV) and, if required, a copy of registrations or licenses required for your employment or engagement

Foreign Government Agency Stream Requirements

  • A letter of support from your government ministry or agency
  • If not included in the letter of support: a statement from your government ministry or agency that you employment in Australia would benefit Australia.
  • If you are applying as a foreign language teacher: a letter of support from the Australian school.
  • A copy of your qualifications and curriculum vitae (CV).
  • Copies of any registrations or licences required for your employment or engagement.

Domestic Worker Stream Requirements

  • A letter of support from the Department of Foreign Affairs and Trade (DFAT)
  • A signed employment agreement between you and your employer
  • A copy of your qualifications and curriculum vitae (CV)
  • A copy of Australian bank account statements under the domestic workers name must be provided by domestic workers working in Australia.

The process

There are 2 steps involved in the application processes:  

Step 1: Sponsorship Application

Some of the streams do not require any sponsorship

Government Agreement, Foreign Government Agreement, Domestic Worker and Privileges and Immunities streams do not require any sponsorship. Rather, the applicant must be able to demonstrate that they have the support.

Some other streams require Sponsorship

Visa applicants submitting applications under the following streams must be sponsored by an approved temporary activities sponsor:

  • Seasonal Worker Program
  • Pacific Labour Scheme (additionally Sponsors must be endorsed by DFAT)

Step 2: Visa Application

In all the visa streams the applicants must:

  • meet health and character requirements set by the Department of Home Affairs
  • maintain medical insurance during the period of their intended stay in Australia.
  • meet genuine temporary entrant (GTE) requirements.
  • have adequate means to support themselves during the period of their intended stay in Australia.
  • If the applicant is in Australia at the time of application lodgment, if they are holding a visa, it cannot be a subclass 403 visa (Domestic Worker (Diplomatic or Consular) stream, subclass 771 and special purpose visa. If they do not hold a visa, they will be required to meet Schedule 3 requirements. The following streams are exempted from this requirement:
  • Stream 3 — Domestic Worker (Diplomatic or Consular)
  • Stream 5 — Seasonal Worker Program (SWP)
  • Stream 6 — Pacific Labour Scheme (PLS)
